The Jharkhand government has unveiled its draft Artificial Intelligence (AI) Policy, 2026. The proposed framework aims to incentivise the use of AI for governance, agriculture, healthcare, and mineral resource administration for the 2026-31 period.

The move comes as Jharkhand aims to position itself as a “public-governance-led AI state”, moving from reactive administration to anticipatory governance.

As per the draft, the state government seeks to develop AI models around its data and governance architecture for welfare analytics, fraud detection, mine monitoring, disease surveillance, crop intelligence, education and grievance redressal.

The government has proposed an outlay of Rs 1,150 crore to implement the policy over the next five years in a phased manner, covering AI infrastructure costs, research and development, and startup funding.

This comes amid reports that the Ministry of Electronics and Information Technology (MeitY) is planning to hold stakeholder consultations on whether India needs a separate law to regulate AI.

Here are some key takeaways from the draft Jharkhand AI Policy.

1. AI for governance: The state plans to build an AI-enabled CM Dashboard 2.0 to aggregate department-level data and generate predictive insights, trend alerts, and anomaly flags.

  • Set up AI-based systems to classify and prioritise grievances, track files, detect bottlenecks in delivery of service, predict implementation risks and detect fraud or duplication.
  • Integrate AI with the Unified Digital Data Platform, ensuring policy decisions and on-field interventions are backed by a consolidated evidence base.
  • Identify inclusion and exclusion errors in welfare schemes, improve departmental reporting quality and strengthen transparency in departmental dashboards.

2. AI for agriculture and rural development: Jharkhand aims to deploy AI systems for crop disease detection, soil-health interpretation, weather-linked advisories, yield prediction, irrigation optimization, pest-risk alerts, and farm-input recommendation systems.

  • Remote sensing, drone imagery, and IoT data may be combined with AI models to support localised crop intelligence.
  • Mobile-based advisory systems in local languages to encourage AI adoption among farmers.
  • AI for livestock health monitoring, agri-market intelligence, supply-chain optimisation, and post-harvest loss reduction.

3. AI for healthcare: The state will back AI apps for early disease screening, radiology assistance, pathology assistance, maternal and child health analytics, outbreak detection, resource optimization, and telemedicine support.

  • Pilot AI tools to assist frontline workers in risk stratification and follow-up prioritisation.
  • Develop public health intelligence systems to identify disease patterns, seasonal clusters, gaps in service coverage and referral chain inefficiencies.
  • In all cases, AI shall not replace, only assist human medical judgement. AI shall be deployed only in areas where clinical governance, consent, privacy and safety standards are clearly defined.

4. AI for education: Encourage adoption of AI tools for personalised learning support, adaptive assessment, dropout-risk analysis, teacher assistance, content translation, classroom analytics and remedial education planning.

  • Design AI-enabled systems for school and higher education contexts with a focus on foundational learning and digital literacy.
  • Encourage setting up of AI labs, curriculum integration and partnerships with institutes for AI skilling and research.

5. AI for mining, minerals and industrial development: Incentivise AI usage in mineral exploration, mine planning, predictive maintenance of heavy equipment, environmental compliance monitoring, and safety systems.

  • AI may be used for satellite-based detection of suspicious mining activity, geofencing, permit-to-transport anomaly detection, production-revenue comparison and monitoring air and water quality indicators.
  • Jharkhand also aims to encourage AI adoption in manufacturing, logistics, warehousing and industrial inspection.

6. AI for environment: The state government will deploy AI systems for land-use analysis, deforestation alerts, pollution forecasting, flood and drought risk modelling, disaster response planning, and ecological monitoring.

7. State AI Mission: To implement this policy, the government will establish a State AI Mission under the Department of Information Technology & e-Governance.

The Mission will be responsible for strategic planning, interdepartmental coordination, standard setting, capacity building, program monitoring and alignment with national-level initiatives such as the IndiaAI Mission, which was approved by the Cabinet in March 2024.

The State AI Mission will function through a Governing Council, an Executive Committee, and a Mission Directorate.

“The Governing Council may be chaired by the Hon’ble Chief Minister or such authority as may be notified by the government and shall provide strategic guidance. The Executive Committee, chaired at the senior administrative level, shall review proposals, approve implementation frameworks, and monitor progress. The Mission Directorate shall serve as the operational unit for technical support, project facilitation, vendor coordination, knowledge management, and reporting. JAP-IT may function as the nodal implementation agency, unless otherwise notified,” the draft reads.

8. Jharkhand AI Cloud: The state government aims to build Jharkhand AI Cloud, a shared computing infrastructure to be hosted at or integrated with the Jharkhand State Data Centre.

  • The State AI infrastructure will include high-performance computing resources, scalable storage, model training and inference environments, APIs, sandbox environments, data pipelines and security controls. This will enable departments to use a common infrastructure rather than developing fragmented AI stacks.
  • The State AI Cloud will be designed, to the extent feasible, for interoperability with the IndiaAI compute ecosystem.

9. Data governance and AI-ready data ecosystem: Jharkhand will adopt a comprehensive data governance framework for AI deployment, covering data quality, metadata, access controls, anonymisation security and “lawful” use.

Following AI integration, the Unified Digital Data Platform will act as the state’s core data exchange and analytics layer, while departments will be required to prepare AI-ready datasets through labelling, structuring and privacy checks.

“Only such data use shall be permitted as is lawful, necessary, proportionate, and aligned with the purpose for which it is collected. The State shall ensure compliance with applicable data protection laws and adopt best practices in anonymisation, encryption, and secure access,” the draft states.

The Policy shall promote the creation of domain-specific data registries, standardised APIs, and real-time data pipelines to support AI applications. Mechanisms shall be developed for data validation, audit trails, and version control to ensure reliability and accountability. Where feasible, non-sensitive datasets may be made available for innovation and research purposes under controlled frameworks.

10. Innovation, research and startup ecosystem: The draft calls for development of AI startups, research initiatives, and industry-academia collaborations. The Jharkhand government will extend its support through incubation facilities, access to shared AI infrastructure, mentorship programs, and funding via state schemes and convergence with national initiatives.

  • The IT Park at Ranchi will be developed as a hub for AI innovation, incubation, and entrepreneurship.
  • The state government will also encourage participation of startups in government AI projects through transparent procurement processes and pilots.
  • Collaborations will be encouraged with academic institutes, research organisations and industry partners to drive innovation in AI, including emerging domains such as edge AI, geospatial AI and quantum AI.

11. Responsible AI framework: The draft requires AI systems to be designed in a manner that minimises bias, ensures explainability where required and protects users’ privacy.

Jharkhand’s AI initiatives will align with the Responsible AI framework developed by NITI Aayog, which emphasises ethical design, governance, and deployment of AI systems. Mechanisms shall be established for periodic audits, risk assessments, and compliance checks. Cybersecurity shall be strengthened through integration with state-level security frameworks, including Jhar-CERT, to safeguard AI systems and data infrastructure.
