My app allows users to use Sora 2 through the API. About 10% of requests get flagged for moderation.

If OpenAI flags that request as moderation, does it still charge me usage?

This is important because it determines if I should grant a refund to the customer or not.

Are you using the free moderation endpoint to filter requests before they are sent to the API?

Based on the existing refusals, you should be able to set thresholds for requests that should be returned to the user before incurring additional costs.
