Executive Proposal to OpenAI Product & Pricing

Proposal: Introduce flexible, compute-based pricing between the Free and Plus tiers.

The problem

A significant group of users may value ChatGPT highly but use it intermittently. A fixed monthly subscription can be difficult to justify when usage varies dramatically from month to month.

At the same time, simple message counts don’t accurately represent OpenAI’s underlying cost: a short factual question and a lengthy reasoning task can require vastly different amounts of compute.

Proposed solution

Create usage-based tiers with daily compute allowances, rather than relying primarily on message limits.

For example:

- Free — minimal daily compute

- Casual — low-cost part-time tier

- Plus — regular users

- Heavy/Pro — high-compute users

Compute consumption would vary according to the complexity of the request.

Intelligent throttling

When a user reaches their daily allowance:

1. Continue with a lower-compute model, or

2. Wait for the daily reset, or

3. Purchase additional compute, or

4. Upgrade their tier.

The system could transparently show remaining daily compute and notify users when they consistently approach their limit.

Demand-responsive pricing

An optional future component could adjust processing priority according to overall server demand.

Users could choose between:

Lower cost / slower processing

or

Higher cost / priority processing

This could help OpenAI manage peak demand while allowing users to control their expenditure.

Why it could benefit OpenAI

- Captures revenue from users who won’t commit to a full subscription.

- Aligns pricing more closely with actual infrastructure consumption.

- Creates a natural upgrade path based on demonstrated usage.

- Potentially reduces unnecessary peak-load demand.

- Makes pricing easier to understand and justify.

Key principle

Don’t primarily charge users for how many messages they send. Charge according to the computing resources they consume and the service level they choose.

A low-cost part-time tier could significantly broaden the addressable subscriber base while giving existing users greater control over their spending.
